How do I Obtain Sign Off for a Building Permit?

For Lots With Central Water & Sewer Service:

  1. Submit Required Plans and Information to the SPOA Architectural Review Committee. A representative of the Committee must notify the District either verbally or in writing that the submittal has been made.
  2. Pay any required Plant Investment Fees (TapFees) to the District. Fee calculation is based on square footage of the structure and the number and type of plumbing fixtures within the structure. Click here to access the 2022 Tap Fee Calculator.
  3. Purchase a water meter from the District. This is currently $250 per meter.
  4. Provide a site plan showing the location of the service lines along with three point location of all cleanouts and shut offs.

For Lots Not Served By Central Water & Sewer Service:

  1. The Road to the Lot must meet the Routt County Road & Bridge standards.
  2. Submit Required Plans and Information to the SPOA Architectural Review Board. A representative of the Board must notify the District either verbally or in writing that the submittal has been made.
  3. Obtain a Building Permit from Routt County. Once the Permit is issued, a representative from the County Office will notify the District.
  4. Submit the properly executed Lot Owner Agreement to the District, along with a check for $17,000 to the Morrison Creek Metropolitan Water & Sanitation District (Vault Impact Fee & LOA Fee) and a check for $100 to the Morrison Creek Metro Water & Sanitation District (Well Application Fee). The Agreement must be filled out and signed exactly as the title to the Subject Property appears. * Please Note: Vaults & Wells Cannot Be Reserved or Held With Pre Payment In Any Manner Until The Time An Active Building Permit Is Obtained.
  5. Sign and submit the Consent Agreement.
  6. Sign and submit the Notice from District of Issuance of Well Permit and Lot Owner Acceptance or Refusal. NOTE: Submit this After the well permit is issued and you have been notified of such issuance.
  7. Submit a Site Plan showing the proposed locations of the sewage containment vault and well on the lot for approval by the District.
  8. For any questions, refer to the Consent Agreement document or contact the District.
